Universities are obliged to carry out education, research and community service as mandated in article 20 of Law Number 20 of 2003 concerning the National Education System. Research in higher education is directed at developing science and technology, with the development of regulations related to the implementation of research and service as well as improving community welfare and the nation's competitiveness as explained in Articles 45 and 46 of Law Number 12 of 2012 concerning Higher Education. The research as intended is carried out by the academic community and carried out based on competency and competition routes. In Law Number 11 of 2019 concerning the National System of Science and Technology, it has been emphasized that universities are tasked with carrying out Science and Technology through education and carrying out their function in preparing human resources for the implementation of Science and Technology, and are responsible for improving the capabilities of the tridharma of higher education. One of the goals of the National System of Science and Technology is to increase the independence and competitiveness of the nation, which means that universities are supported by R&D institutions (Non-Ministerial Government Institutions (LPNK), Ministerial Government Institutions (LPK), and Business Entities) and skilled higher education personnel can contribute to strengthening the economy and improving social welfare. Universities also have a strategic role in strengthening the position of Science, Technology and Arts (IPTEKS) as short-term, medium-term and long-term investment capital for national development. Therefore, universities must be further encouraged and facilitated to be able to produce more inventions and innovations that result in the downstreaming of appropriate technology, creating added value, as well as increasing production and use of domestic components to reduce dependence on imported products.
In general, the objectives of research and community service in higher education include:
1. produce research and community service in accordance with Minister of Education, Culture, Research and Technology Regulation No. 53 of 2023 concerning Quality Assurance of Higher Education;
2. guarantee the development of specific superior research and develop community empowerment models;
3. increase research capacity and community service;
4. achieve and improve the quality according to the targets and relevance of research results for Indonesian society;
5. provide solutions based on academic studies of the needs, challenges or problems faced by society, both directly and indirectly;
6. increasing the dissemination of research results and protection of intellectual property nationally and internationally; carry out activities capable of empowering society at all strata, economically, politically, socially and culturally; and
7. Transfer technology, science and art to the community for the development of human dignity with gender equality, social inclusion and preservation of natural resources.
So that the objectives of research and community service in higher education can be achieved, the Directorate General of Higher Education, Research and Technology (Ditjen Diktiristek) through the Directorate of Research, Technology and Community Service (DRTPM) encourages and facilitates lecturers in carrying out research and community service activities to support improving the quality of higher education, national competitiveness and people's welfare in a programmed and sustainable manner. The research and community service program at DRTPM covers the fields of science as contained in Appendix 1.2.
DRTPM is one of the Echelon 2 units under the Directorate General of Diktiristek which has the task of carrying out the formulation and implementation of policies in the fields of research, technology and community service in academic higher education and professions originating from academic education. Apart from developing various research and community service programs directly at universities, DRTPM also continues to build collaborations with various partner institutions, both at the national and international levels. At the national level, cooperation is carried out with government institutions, such as ministries/non-ministerials, regional governments, community institutions, as well as the business and industrial world (DuDi). DRTPM also continues to develop collaboration between Indonesian universities and international research institutions, scientific associations and educational institutions in various countries.
The Research and Community Service Information Base (BIMA) application is a one-stop service system for research and community service programs for lecturers within the Ministry of Education, Culture, Research and Technology (Kemdikbudristek) starting from submitting proposals, the proposal selection process, determining funded proposals, monitoring and evaluation, to reporting research and community service activities funded by DRTPM. DRTPM 2024 RESEARCH AND COMMUNITY SERVICE GUIDE FOR 2024 | 4 The use of the BIMA application as an implementation of the use of Information and Communication Technology (ICT) in managing research and community service programs is carried out to encourage the implementation of an Electronic-Based Government System (SPBE) in the Ministry of Education, Culture, Research and Technology to realize clean, effective, transparent and accountable government governance, as well as quality and trustworthy public services.
